Computer Centre regulations


Regulations made pursuant to Statute 5.3 The Computer Centre

1. Use of facilities

Subject to these regulations the facilities of the Computer Centre shall be available to authorised staff members and those members of Council, members of staff, graduates and students of the university and other persons or classes of persons duly registered by the committee on the recommendation of the director as users of the Computer Centre from time to time.

2. Registration as user

Every application for use of the facilities of the Computer Centre shall be in writing in such form as may be prescribed by the director. The director shall ensure that adequate records are kept of the use of the computing facilities by persons duly registered or authorised.

3. Scope of use of facilities

3.1 Subject to these regulations and the rules, the Computer Centre facilities shall be used by a person only for the purposes for which that person has been authorised being:

3.1.1 in the case of a student, part of the student's course of studies or research;

3.1.2 in the case of a member of staff, part of the duties of the member of staff; and

3.1.3 in the case of any other person, the purposes authorised by the committee.

3.2 The facilities of the Computer Centre shall be used in the manner prescribed or authorised for their use.

3.3 No person shall have access to or retrieve any information stored in the Computer Centre unless that person:

3.3.1 is the director of the Computer Centre;

3.3.2 is a person authorised by the director to have access to or to retrieve such information for purposes associated with the management of the centre;

3.3.3 is a person who caused such information to be stored in the Computer Centre and is a person authorised to retrieve such information;

3.3.4 is a person duly authorised by the person who stored the information, to have access to or to retrieve such information.

3.4 In addition to the persons enumerated in subsection 3.3, where the information has been stored by a student in relation to an undergraduate subject or course of study, a member of the teaching staff who is responsible for the supervision or teaching of the student in that subject or course of study may have access to or retrieve such information. The director shall notify all students issued with a charge code for an undergraduate subject or course of study that the Computer Centre may grant to the member of the teaching staff concerned access to information so stored by such student.

4. Account name or number

A student, member of staff or other person duly authorised to use the computer facilities of the Computer Centre shall use Computer Centre facilities by or through the account name or number which such student, member of staff or other person has been duly authorised to use by the director.

5. Property not to be removed

No equipment, plant, materials or other property of the Computer Centre shall be removed from the premises at which it is located in the Computer Centre without the authority of the director.

6. Responsibility for security of account

6.1 A student, member of staff or other person who has been given access to an account in the Computer Centre shall be responsible for the security of such account.

6.2 A person who learns of the misuse of any account on a computer within the Computer Centre shall forthwith report such misuse and details thereof to the director or other authorised staff member.

7. Restrictions on use of facilities

7.1 No student, member of staff or other person may have access to, tamper or interfere with any datum, program or account in the Computer Centre which belongs to or is assigned to any other student, member of staff or person unless duly authorised by the director or by such other student, member of staff or person.

7.2 No student, member of staff or other person shall have access to or tamper or interfere with account, facility, datum, material, program or computer software associated with the operation of the Computer Centre other than in a manner prescribed by these regulations or the rules or authorised by the director or other authorised staff member or person authorised to use the same.

7.3 The director or other authorised staff member may at any time require any student, member of staff or other person to produce his or her authority to use the Computer Centre facilities.

8. Restricted areas

8.1 The director may designate as restricted areas any area or areas of the Computer Centre to which persons other than the director or other authorised staff members or other authorised persons shall not have access to or enter.

8.2 A student, member of staff or other person shall not enter or be within a restricted area of the Computer Centre designated pursuant to the preceding section unless duly authorised pursuant to subsection 8.1 hereof.

9. Breach of regulations or rules

A person using the Computer Centre, its equipment, material or facilities who contravenes these regulations or the rules or wilfully misuses the facilities or is negligent and in any case thereby causes loss of or damage to equipment, material or facilities in the Computer Centre:

9.1 shall be guilty of a breach of these regulations; and

9.2 shall, if so required in writing by the director, repay or reimburse to the university the cost of the replacement or repair of such equipment, material or facilities.

10. Restraint on interference with equipment

Every person who uses the Computer Centre or its facilities shall refrain from conduct which interferes with the Computer Centre equipment, material and facilities or computer software within such facilities or which interferes with the use of such equipment, material, facilities or software or which otherwise directly or indirectly affects its use by other persons authorised to use such equipment, material, facilities or software.

11. Charges for computer services

No accounts or charges for computer services provided by the centre shall be made or invoiced whether for consulting work, research work or development work done by the university, the Computer Centre, any university department, or any member of staff, student or other person without the written authorisation of the director or other duly authorised staff member of the university.

12. Reservation of facilities

No person shall reserve or attempt to reserve any equipment or facility including any desk or bench space or to exclude any other person from the use of such equipment or facility except when duly authorised to do so pursuant to these regulations.

13. Unauthorised assemblies

Except with the authority of the director, no organised assembly of persons is permitted within the Computer Centre.

14. Powers of director and penalties

Notwithstanding any other powers conferred upon the director by the statute or these regulations, the director may invoke one or more of the following penalties on any student, member of staff or other person guilty of a breach of any of these regulations or a breach of any of the rules:

14.1 issue a reprimand;

14.2 impose a fine not exceeding $100;

14.3 cancel or suspend the right of such student, member of staff or other person to use the Computer Centre facilities for such period as the director may think fit;

14.4 recover from such student, member of staff or other person the cost of any repairs or replacements of any equipment damaged by such student, member of staff or other person;

14.5 recover the cost normally charged by the university for the use of a Computer Centre facility from any student, member of staff or other person who has used the particular facility without authority and who has not otherwise incurred liability for the cost of using such facility;

14.6 withdraw or remove from use any of the Computer Centre's equipment, materials or facilities or discontinue any of the facilities normally made available to any person by the Computer Centre;

14.7 without in any way derogating from the powers of the director to impose the penalties set out in this section, the director may at any time where, to ensure the security of the centre, to maintain its operation or to protect its equipment and facilities, there are reasonable grounds for him so doing -

14.7.1 order any student, member of staff or other person whether duly authorised or not, to leave the Computer Centre;

14.7.2 withdraw or remove from use any equipment or material;

14.7.3 deny, withdraw or restrict access to any facilities or services of the Computer Centre;

14.7.4 deny, withdraw or restrict any related privileges relating to such facilities or services;

14.7.5 require any person to provide satisfactory evidence of identity before using the Computer Centre;

14.7.6 request and obtain the name and address of any person found in the Computer Centre or using the Computer Centre facilities;

14.7.7 recover from any person, material or property belonging to or entrusted to the Computer Centre;

14.7.8 impose conditions upon the way in which the Computer Centre facilities may be used by any person or class of persons;

14.7.9 take action to ensure that the uses to which the Computer Centre facilities are put are consistent with the policies of the centre;

14.7.10 close the Computer Centre or any part thereof; and

14.7.11 take action generally to maintain good order and conduct throughout the Computer Centre.

14.8 The director shall provide as soon as practicable, a written statement of the reasons for the withdrawal or restriction on use of services or facilities to the person or persons thereby affected.

15. Powers not to be in derogation

The powers conferred by these regulations and the rules shall be conferred in addition to and not in substitution for any powers which may be conferred by any other statute or regulation of the university.

16. Powers of other staff members

The committee may confer on any authorised staff member some or all of the powers and duties of the director in relation to the observance and enforcement of the provisions of these regulations and the rules.

17. Reports of exercise of power

Any other authorised staff member who exercises any of the powers conferred under these regulations or the rules shall within twenty-four hours of the exercise of such powers inform the director of the circumstances of its exercise and the action taken thereunder.

18. Advice to chairman

Where action taken pursuant to these regulations or the rules may restrict or prevent a student carrying out or completing work which has been set in the student's course of study, the director shall notify the chairman of the department concerned of the action taken and the reasons for such action.

19. Right of hearing before director

Any person affected by any action taken by an authorised staff member shall have the right to be heard by the director who may alter or vary such decision so made or who may in the case of action taken against a student which may prevent a student from carrying out or completing work which has been set in the student's course of study, refer the matter to the chairman of the department concerned for action.
