Synopsis This subject considers the nexus between power and democracy by posing the question `Who Governs Australia'. It first examines the distribution of power among selected political institutions. It then considers pluralist, corporatist, elitist and class models of power. It explains the debate over the `three faces' of power before considering the fourth face and notion of instructual power. This includes Marxist and feminist theories of power. Australian data illustrates all models considered.

Assessment By a combination of short exercises and essay, totalling 4000 words: 60% + Examination (2 hours): 40%
