Synopsis: This unit is concerned with police accountability, in particular the trend toward civilian oversight of complaints against police. It discusses the problems which led to civilian involvement in what had previously been a police controlled process, and analyses the politics which surrounded the police loss of monopolistic control. The unit also examines the various models used to oversight police complaints, evaluates their strengths and weaknesses and examines the way in which government intent impacts on the effectiveness of this form of accountability.
