Synopsis: This unit covers the history of health policy and contemporary policy imperatives within the Australian setting and draws brief comparisons within the global context. Its aim is to place health issues within the realm of public policy and politics and examine how they may impact on people's lives, including possible unintended consequences. There will be a strong focus on the social and political process of 'making' health policy. A central tenet will be the relationships which develop between the government and health networks and others, and the challenges posed by community groups acting to influence the decision making processes.

Objectives: By the completion of this unit, it is expected that the student will be able to 1. describe health policy as a historically dynamic process which fundamentally impacts on individuals in their daily activities; 2. identify the structures, systems and institutions of the Australian health policy environment; 3. critically engage with a range of public policy issues so as to understand government process and political lobbying by organisations, individuals and communities; 4. discuss health policy issues on several fronts, including within the local, federal and international contexts; 5. explain the role of Governments and their agencies, NGOs and the community in the development and implementation of health policy; 6. distinguish between power, authority and influence in the development of health policy; 7. discuss the role of evidence-based practice in setting policy agendas; and 8. explore the policy cycle in the context of a national health priority area.

Assessment: Essay (2500 words): 50% + Essay and presentation (1500 words): 50% + Hurdle requirement: 80% attendance of tutorials

Contact Hours: 1 hr lecture, 2 hrs tutorials or small group classes every week and 9 hrs of private study
