Synopsis: This unit explores the tension between concepts of liberty and order within the context of public order policing of civil disturbances such as protest marches and riots. Various theories and strategies of crowd behaviour, lawful protest, riot-as-protest, public safety, order maintenance, coercion, violence, police militarisation, power and state criminality will be explored. Police intervention strategies will be explored in the context of various forms of public disorder and dissent. The unit analyses the dual policing functions of law enforcement and peace-keeping, often contradictory functions, within the environment of balancing civil liberties and social order.

Objectives: Upon successful completion of this unit students will be able to demonstrate: 1. A critical awareness of the means of state control of various forms of collective expression and dissent. 2. An understanding of public order policing and the diverse strategies employed in controlling public disorder. 3. The skill to analyse arguments in relation to contentious theories and issues of crowd behaviour and order maintenance. 4. An ability to present a fluent and logical argument in relation to the connection between liberty and order. 5. An ability to formulate ideas about the appropriate balance between citizen liberties and state control. 6. An understanding of the factors influencing protest, police and state violence.

Assessment: Tutorial participation: 10% + Tutorial presentation (equivalent to 500 words): 10% + Essay (2000 words): 40% + Exam (2 hours): 40% + Third-year students will be required to answer an examination question of a more theoretical nature.

Prerequisites: CJC1001/CJC1002 (These units are only prerequisites if the student wishes to undertake a CJC major. This unit can be taken as an elective without prerequisites.)
