Objectives The subject provides a framework for evaluating the role of governments in undertaking commercial operations, and the assessment of the efficiency and effectiveness of those operations. Candidates should obtain a thorough understanding of the multiple objectives and skills required to manage a public enterprise in the current environment of change and pressure of privatisation.
Synopsis This subject deals with the issues of autonomy and accountability in the management of government-owned trading enterprises in Australia and overseas. Examples are taken from such fields as telecommunications, energy supply and transport. Aspects of public enterprise management to be considered include the legal status of public enterprises; ministerial and parliamentary control and accountability; financial management; recent government inquiries; industrial and personnel issues; corporatisation and privatisation. Attention is paid to international aspects of public enterprise management including the role of public enterprise in developing countries.
