Two hours of lectures per week + One semester + Prerequisite: LAW3100

Objectives Students completing this subject should (1) acquire an understanding of the organisation and administration of local government in Victoria; and (2) examine the acts administered by municipal councils and how local government operates in practice in Victoria. Some comparative analysis with other States and England will also be covered.

Synopsis The subject will examine the structure, function and powers of local government in Victoria. This will involve a detailed examination of the Local Government Act 1989 and other related legislation. After completion of this subject students should be able to (1) understand the legislative framework for local government in the context of recent legislative developments (namely the introduction of the Local Government Act 1989); (2) understand the framework of the Local Government Act 1989 in the context of other legislation affecting the powers and functions of local government; (3) understand the structure of local government; and (4) have an understanding of the powers councils have to attain their objectives, purposes, functions.

Assessment LLB candidates Final examination (3.5 hours): 100%

Assessment LLM and diploma candidates Research paper (5000 words): 50% + Take-home examination: 50%
