The Higher Education Support Act 2003 (HESA) and the Education Services for Overseas Students Act 2000 (ESOS) are two Higher Education-specific pieces of federal legislation that apply to Monash University students.
Higher Education Support Act 2003 (HESA)
The Higer Education Support Act (HESA) applies to both domestic and international students and is also the legislation that sets out the requirements for government loans schemes such as HECS-HELP and FEE-HELP.

Education Services for Overseas Students (ESOS) Act 2000
If you are an international student, that is, not an Australian citizen, Australian permanent resident visa holder or New Zealand citizen, and hold a student visa, your time at Monash University is covered not only by the HESA Act and University rules and regulations, but also by the requirements of the ESOS Act.
