A limited number of HECS places are available for many Monash arts postgraduate coursework programs. Full-fee paying courses include publishing and editing, music, civil ceremonies, criminal justice, family-centred practice, geographic information systems, corporate environmental and sustainability management, counter-terrorism studies and some bioethics programs. For full-fee-paying courses, the Commonwealth Government's Postgraduate Education Loans Scheme (PELS) is normally available. PELS is an interest-free loans facility for eligible students who are
enrolled in postgraduate non-research courses, excluding faculty certificates,
for which there are no HECS places available. PELS enables eligible students to
obtain a loan from the Commonwealth Government to pay all or part of their
tuition fees incurred. It is available for both commencing and continuing
students. The commonwealth pays the amount of the loan directly to a student's
institution. Similar to the arrangements for HECS, students repay their loan
through the taxation system once their income reaches the minimum threshold for
compulsory repayment.
