PELS is an interest-free loans facility for eligible students who are
enrolled postgraduate non-research courses. It is similar to the deferred
payment arrangements available under the Higher Education Contribution Scheme
(HECS). PELS enables eligible students to obtain a loan from the Commonwealth
Government to pay all or part of their tuition fees incurred from 2002 onwards.
It is available for both commencing and continuing students. The commonwealth
pays the amount of the loan directly to a student's institution. Students repay
their loan through the taxation system once their income reaches the minimum
threshold for compulsory repayment.
