This subject deals with the process of tax reform in major industrial countries compared with the recent tax reform program in Australia. The comparative analysis is designed to provide students with a critical understanding of policy issues and the place of tax legislation in an international perspective. Topics discussed include (1) the dilemmas of tax reform - the political, economic, social and legal objectives and constraints; (2) the merits of separate corporate taxation and the taxation of dividends; (3) the equilibrium between personal and corporate income tax rates; (4) integration of social security in the tax system; (5) the unit of taxation (family taxation and dependents); (6) taxation of interest income; (7) measures against international tax avoidance; (8) taxation of capital gains.
