Strategic planning: basic principles, role of state agencies and municipal councils, organisational arrangements, relationship with statutory planning. The changing environment for local government. State government policies and strategies: economic, social justice, conservation, coastal, metropolitan, greenhouse challenge, activity centres, residential development provisions, open space, and other relevant topics. Strategy plans: general procedure for preparation, evaluation, monitoring and review, typical examples. Corporate plans: plan preparation, examples. Major projects: development of proposals, social and environmental considerations, community involvement, protection of long term options. Land information systems. Performance indicators.

Assessment

Written (4000 words): 20% * Examinations (3 hours): 80%
