The focus of the subject is on administrative and planning issues in advanced and developing countries. In particular, Australia and the third world will be examined and compared in terms of common issues, divergent trends, reciprocal relationships. The issues to be discussed will arise in part from the interests of class participants. It is envisaged that they will include planning and administration regarding literacy and nonformal education; universal primary education and educational growth; development of specialist and higher education; national language; equity, democratisation and participation; structural changes.
