Public sector financial management

Synopsis This subject is concerned with the total impact of financial resource allocation and management within the public sector. It begins with a review of the fundamental financing and control concepts in the public sector, including budgeting procedures, business planning, financial accounting, performance measurement and accountability techniques at Commonwealth, State and local government levels. It will then examine contemporary issues in public sector financial management - corporatisation, privatisation, business planning, public asset management and sales and understanding government financial reports. The aim of this subject is to provide a framework for understanding, reviewing and commenting on contemporary financial management issues in the public sector. Case studies are drawn from Commonwealth, State and local government examples.
