Synopsis This subject aims to help public sector officials understand the nature of the institutions they deal with and the basis of their responsibilities within a democratic system of government. It deals with the public sector manager's external environment and the relationship with parliaments, political superiors, other government bodies, interest groups, the media, as well as with the internal factors of organisational capability and objectives. Throughout the subject, the requirements of ethics and propriety in maintaining public trust are emphasised.
