Synopsis The subject analyses systems and processes for managing capital, recurrent and human resources in the public sector organisation. The subject will begin with a survey of fundamental financing and control concepts traditionally applied in the public sector. It will then examine contemporary methods of planning, budgeting, accounting, pricing and evaluating the resource acquisition, allocation and utilisation decisions in a public policy environment. The aim of the subject will be to demonstrate the extent to which creative resource management can contribute to the efficient and effective delivery of public policy programs. The subject will be presented in a case format drawn from Federal and State government administration.
